3rd Annual Conference: Public Contracts Regulations 2006

This is the third Annual Conference on the Public Contracts
Regulations 2006. This year, in addition to our usual
round-up of important cases, we will be focusing on three very
significant areas:
Procurement Capability
Reviews: Do they help? Do they hurt? How should
you prepare?
Evaluation: What does value
for money really mean? How can you be sure that your
evaluation approach is commercially sound and legally
challenge-proof?
Competitive Dialogue: The
lessons from two years of experience and a look ahead.
There will be ample opportunity to raise
questions and share experience; the session on competitive dialogue
will be a panel with contributions from all three partners and
guests, offering the chance to consider this new procedure in
depth.
As in previous years discussion will be led by
Charles Whiddington, David Gollancz and Nick
Pimlott, partners in our European Competition and Procurement
Group. Between them Charles, David and Nick are advising
on the two highest-value civil procurements in Europe and some of
the most politically sensitive, mission-critical UK procurements:
the Home Office ID Cards project, the Nuclear Decommissioning
Authority's Sellafield management contracts and the National
Policing Improvement Agency's National Police Database. David
is a member of HM Treasury's consultation group on Competitive
Dialogue and the Chairman of the Public/Private Procurement Forum
which Field Fisher Waterhouse co-sponsors with the Whitehall and
Industry Group.
