28 November 2012
Field Fisher Waterhouse LLP
has advised the DVLA on the appointment as preferred bidder of Post
Office Limited to provide driving licences and tax discs at post
offices all over the UK. The £450 million contract will run
for up to ten years, and provides a framework for other government
departments as well as the DVLA to obtain front office counter
services from the Post Office.
The existing contract
between the DVLA and the Post Office was set to expire in March
2013, and the Post Office was chosen as preferred bidder for the
replacement contract following a competitive tendering process in
accordance with EU public procurement rules.
Field Fisher Waterhouse
Technology &
Outsourcing partner Hamish Sandison led on the
deal, assisted by Technology and Outsourcing associates Olivia Woolston and Lowri Rees. The
firm also provided two seconded paralegals to support the
competitive dialogue process at DVLA's HQ in Swansea. The
team was assisted by public
procurement partner Nick Pimlott, employment law partner Richard Kenyon and pensions law partner David Gallagher to advise on
all aspects of the procurement process.
Hamish Sandison said:
"We are delighted to
have had the opportunity to support DVLA on this strategic
deal. This contract enables the public to obtain convenient
access to important Government services at post office outlets
right across the UK. This deal highlights the firm's
expertise in delivering major outsourcing agreements for both
public and private sector clients."
