FFW’s New Construction, Engineering and Projects Group Secures Major Appointment

The new Construction, Engineering and Projects Group of London law firm Field Fisher Waterhouse has secured its first major appointment – advising the Maltese Ministry of Finance on its PPP programme.

Construction partner Marshall Levine and competition partner James Robinson (who joined from Tite & Lewis in November 2004) have been appointed special legal advisers to the Ministry of Finance, working with local practice MAMO TCV.  UK consultancies International Capital Partnerships and PPP Solutions are also advising the Ministry.

Malta’s PPP programme is expected to manage 3-4 projects each year and provide at least £200 million of investment over the coming years.  It will aim to improve public service quality levels, as well as encourage more public sector activity in the economy.

FFW’s first tasks are advising on the framework PPP documentation and a pilot project for the construction of a community home for the elderly.  Projects involving roads and transport, education, heritage, sports, and travel and tourism are also earmarked for the programme.

The appointment is a coup for FFW’s new Construction, Engineering and Projects Group following a tender of international law firms.  The Group was created to meet the growth potential of FFW’s long-established projects practice led by Senior Partner Jon Fife, construction partner Lawrence Bruce and construction disputes partner Mark Lowe.

Partner Marshall Levine, formerly head of construction and engineering at Linklaters, joined in October 2004. He followed senior solicitor Olivia Bateman, who joined from Herbert Smith in June 2004, and solicitor Alex Cooke, who joined from DLA in September 2004.
