Peter Kugel is an associate in our Brussels office. He is a
qualified lawyer from the Netherlands and specialises in public and administrative law. He focuses on
sectors that are largely influenced by EU environmental law.
Peter represents clients before the different courts in the
Netherlands and in administrative proceedings relating to decisions
from Dutch authorities, e.g. the Ctgb, VWA, VROM. In addition, he
is regularly involved in litigations before the European Courts
(ECJ/CFI).
Peter’s regulatory practice covers, in particular, EU chemicals
legislation affecting numerous industries and businesses. He
advises clients on a broad range of market access and health and
safety requirements in the field of biocides, plant protection
products (pesticides) and active substances. His activities also
cover placing on the market of other dangerous substances and
preparations (REACH), cosmetics, pharmaceuticals, electronics
(WEEE, RoHS), toys, medical devices etc. Peter deals with
regulatory compliance issues, product authorisations (including
controls, withdrawals and sanctions), classification, packaging and
labelling requirements, waste matters, transport, data sharing and
data protection, parallel trade and other free movement rules
(internal market). Peter has particular experience in food law.
Admitted to the Bar in Breda since 2004, Peter is entitled to
practice as “advocaat” in the Netherlands. He is also member of the
bar in Brussels (E-list). In addition he is member of the Dutch
associations for Administrative law (VAR), Environmental law (VMR),
European law (NVER), Food law (NVLR), the European Food Law
Association (EFFLA/AFFLA). Peter teaches EU judicial protection and
EU administrative law at EIPA and he intervenes in conferences on
topics relating to his practice.
Peter is a native Dutch speaker and is fluent in French, English
and German.
