Neil Palmer advises on all aspects of public and private sector corporate transactions including acquisitions and disposals, joint ventures, reorganisations and restructurings. He advises in a variety of sectors, including the public sector (in which he has advised on a large number of large transition projects and major change programmes), the financial services sector (where he has acted on the merger of a number of financial institutions) and the telecomunications sector. Neil also focuses on the energy, transport, healthcare, not-for-profit sectors.

Neil enjoys the challenge of advising on the structuring of novel multi-jurisdictional deals, and is familiar with working with lawyers in different jurisdictions and acting as a single point of contact for the client in managing external legal resource. He is also a strong project manager, with the ability to oversee and ensure the completion of large-scale projects over often challenging timeframes.

Neil has 15 years’ experience of advising the in public sector. During this time he has built up an in depth knowledge and expertise of how this diverse and challenging sector operates. His particular area of focus is advising public sector bodies on transition projects and major change programmes, including the establishment, restructuring and transformation of Government agencies and businesses and advising on new governance and constitutional structures. Neil also advises Government departments and other public sector bodies on a wide variety of commercial agreements including partnerships, joint ventures and other collaborative arrangements, procurements, customer and supplier agreements and confidentiality agreements.

Neil is a regular contributor to journals and publications. He co-wrote the feature article for PLC magazine in December 2008 on Making Sense of Government and is part of the firm’s team contributing to the on-line public sector website run by the well known legal publisher Practical Law Company.

Neil regularly participates in seminars and workshops. He spoke at one of the firm’s seminars in February 2009 on managing the downturn in the financial services sector. He also recently conducted a workshop with NHS managers on key lessons learned in managing structural change within the NHS and health sectors.
