Marcus Turle is
a technology lawyer who has a particular interest in
the legal regulation of information.
Marcus divides his time between technology procurement and outsourcing projects, and advising on the law
of freedom of information, data
protection, information security and interception,
confidentiality and human rights.
His experience includes
technology projects for the Cabinet Office, the Forensic
Science Service, the BBC and the Learning + Skills
Council. He
has recently advised the Home Office on the
information law aspects of three of the most high profile technology
projects of recent times: the national identity card
scheme, the outsourcing of the National DNA
Database, and the setting up of
the Police National Database - an information sharing hub for
the 43 police forces in England and Wales, as recommended by the
Bichard Inquiry set up following Ian Huntley's conviction for
the murder of Soham schoolgirls Holly Wells and Jessica
Chapman.
Marcus is the author of Freedom of Information Manual, the leading
practitioner's text on freedom of information in the UK, and
General Editor of Data Protection Laws of the World, a
practitioner's guide to data protection legislation in over 60
countries. He is also a visiting lecturer on Northumbria
University's Information Rights LLM, the first course of its kind,
sponsored and funded by the Ministry of Justice and the Information
Commissioner.
