Sarah Ellson is a partner and head of our Public and RegulatoryLaw Group and our Manchester office.

Sarah specialises in the life sciences, education and public sector sectors and has experience of all aspects of the Group’s work, in particular the prosecution of cases before the fitness to practise committees of the General Medical Council and the Nursing and Midwifery Council. She also presents cases before disciplinary panels and undertakes advocacy at some regulatory tribunals.

Sarah sits as a legal assessor for the General Social Care Council, the General Teaching Council the Human Fertilisation and Embryology Authority and the Royal Institution of Chartered Surveyors. Sarah has worked for a number of smaller and start up regulators and licencing bodies, as a result she has been involved in drafting and interpretation of regulations. She has conducted review projects on complaints handling and licensing procedures for public bodies. She works on judicial reviews, appeals and CHRE cases and has specialist experience in statutory prosecutions in the Magistrates Court in areas including childcare and the illegal practise of dentistry. 

Sarah regularly provides bespoke training for Panellists and those who act as adjudicator and also for investigative and disciplinary staff at a range of regulators. She also trains Police Authority staff who have to deal with conduct matters. Sarah also has specialist experience of conducting review projects on complaints handling, licensing procedures and prosecution policies for public bodies including the Human Fertilisation and Embryology Authority.

Sarah is described by Chambers Guide to the Legal Profession as “a very fair prosecutor who clearly has a first-class grasp of the practice area”… she also impressed sources with her “thorough understanding of the area” and “sensible, user-friendly attitude.”

Sarah is a member of the Association of Regulatory & Disciplinary Lawyers (ARDL) and the Manchester Law Society and has has spoken at the Butterworths' Regulation of Health and Social Care Providers conference 2010 and LexisNexis Healthcare Professional Regulation conference 2011.
