Sharing ownership: The role of employee ownership in public service delivery
08 June 2011
On 7 June 2011, the All Party Parliamentary Group on Employee
Ownership reported the findings of its short inquiry into the role
of employee ownership in the provision of public services. The
Government's public service mutuals programme creates new options
for public service delivery. The report supports this programme and
identifies additional measures in relation to it. The Group
also supports a significant measure of employee ownership in a
mutualised Post Office Limited and a larger than 10% employee stake
in Royal Mail, held through an employee trust.
A copy of the report is available from the
Employee Ownership website here.
At the launch event, held at the House of Commons, the keynote
speakers The Rt. Hon Francis Maude MP, Minister for the Cabinet
Office and Roberta Blackman-Woods MP, Shadow Minister for Civil
Society welcomed the Group's report.
Jesse Norman MP, Chair of the Group, confirmed the Group will
pursue its recommendations with Government and other bodies over
the coming months.
Graeme Nuttall, employee ownership specialist and partner at
Field Fisher Waterhouse gave assistance to the Group on tax,
pensions and other issues.
This report, together with the recently published guide,
"How to become an employee owned mutual", provide
invaluable reading for anyone considering taking over ownership of
the services they provide.
Field Fisher Waterhouse has been particularly active in advising
public bodies on becoming employee owned. For further
information on restructuring public services, please contact
